This picture shows a CCTV parking patrol parked up on double yellow lines near a Chatham shopping parade - an act that would have resulted in a hefty fine of up to £70 for anyone else.

Medway Council insists its staff were acting quite legally but Emma Hatten, the young woman who took the photograph, disagrees.

She said: "I honestly couldn't believe what I was seeing. The car had two wardens in the front seat.

"They were parked outside the video shop issuing tickets to two apparently illegally parked cars. Maybe they should've issued themselves a ticket too?"

A spokesman for Medway Council said: "Enforcement vehicles are allowed to park in restricted areas while civil enforcement officers carry out their work.

"However, this is only applied in extreme circumstances and staff are told to avoid this wherever possible."
