Former Thanet Council leader Sandy Ezekiel has had his case of alleged fraud and misconduct in public office adjourned.
The 59-year-old, of Crow Hill, Broadstairs, appeared before Maidstone magistrates today.
He was charged along with Philip Emanuel, of Laleham Gardens, Margate.
The 64-year-old is accused of aiding and abetting fraud.
It follows an investigation by the Kent Police Serious Economic Crime Unit.
The charges relate to the purchase of a property in King Street, Margate, between September 2009 and February last year.
The case was adjourned until May 21.
