The minutes of a private meeting which led to the sacking of a council chief executive have been released.

They show that harassment, intimidation and victimisation were just three of the charges made against Swale Borough Council CEO Mark Bilsborough.

The minutes were released this week, although the report of QC John Bowers who was brought in to sort out the dispute will not be revealed.

The minutes of the meeting state: “The designated independent person (QC John Bowers) summarised the allegations as failure to accept statutory roles, harassment, intimidation, victimisation, abuse or bullying and undermining colleagues.

“On balance, the designated independent person found certain elements of the three over-arching charges to be proved and he recommended dismissal.”

In the vote over dismissal, 31 councillors voted to sack the chief executive, 11 voted against and two abstained.

Mr Bilsborough replaced former chief executive Chris Edwards on January 1, 2006, but spent less than a year in the job, for which he was paid a reported £100,000 a year.

His last day at his desk was December 22, 2006.
