Drivers experienced delays of more than 20 minutes today on the London-bound carriageway of the A2 around Bluewater Shopping Centre, Ebbsfleet.
Traffic ground to a halt between the A2260 turn-off near Gravesend and the M2 at Dartford.
The congestion was caught on Kent Highways cameras.
A spokesman said: "Normal traffic conditions were expected to return at 8am. There were delays of 20 minutes against expected traffic."
